Narrative:

Aircraft departed roa for lynchburg, va, climbing to 5000'. Primary radar target was observed when departed, but because there were 2 flight plans on that same flight, the ARTS target was never generated. There was other conflicting traffic in my airspace and the fact that there was no ARTS target caused me to overlook the aircraft until he had entered someone else's airspace. Some modification is needed in the ARTS equipment so it will be able to recognize all beacon codes, no matter what their status.

Title: ACFT PENETRATED ADJACENT CTLR'S AIRSPACE WITHOUT AUTHORIZATION.

Narrative: ACFT DEPARTED ROA FOR LYNCHBURG, VA, CLBING TO 5000'. PRIMARY RADAR TARGET WAS OBSERVED WHEN DEPARTED, BUT BECAUSE THERE WERE 2 FLT PLANS ON THAT SAME FLT, THE ARTS TARGET WAS NEVER GENERATED. THERE WAS OTHER CONFLICTING TFC IN MY AIRSPACE AND THE FACT THAT THERE WAS NO ARTS TARGET CAUSED ME TO OVERLOOK THE ACFT UNTIL HE HAD ENTERED SOMEONE ELSE'S AIRSPACE. SOME MODIFICATION IS NEEDED IN THE ARTS EQUIP SO IT WILL BE ABLE TO RECOGNIZE ALL BEACON CODES, NO MATTER WHAT THEIR STATUS.
