Narrative:

We were descending for an approach to kahului and talking to maui approach control. Descending through 6800-6700' on visibility approach (heading 085 degrees magnetic), ATC gave us traffic at 12 O'clock and 4 mi, 6500' unverified. I didn't see the traffic. 3-5 seconds later the copilot saw the aircraft and rapidly banked our aircraft to the left to avoid the small transport Y. That passed to our right in the opp direction. The small transport Y had made no evasive turn. Distance: less than 500'. I think we would have hit the small transport Y had we not taken evasive action. Aircraft in this congested area must be required to talk and listen to center and approach control--disaster is imminent. Supplemental information from acn 120429: this is a very congested area--ogg approach controled area. There is a communication problem in that VFR traffic is not required to communicate with center or ogg approach. This routing was recently changed for IFR traffic. Previously we used to approach from the north side of island, now we use this new south of island arrival. Perhaps this approach corridor should be extended vertical with the TRSA and made to be stage III radar with mandatory participation or revert back to the north flow as previous.

Narrative: WE WERE DSNDING FOR AN APCH TO KAHULUI AND TALKING TO MAUI APCH CTL. DSNDING THROUGH 6800-6700' ON VIS APCH (HDG 085 DEGS MAG), ATC GAVE US TFC AT 12 O'CLOCK AND 4 MI, 6500' UNVERIFIED. THERE IS A COM PROB IN THAT VFR TFC IS NOT REQUIRED TO COMMUNICATE WITH CENTER OR OGG APCH. THIS ROUTING WAS RECENTLY CHANGED FOR IFR TFC. PREVIOUSLY WE USED TO APCH FROM THE N SIDE OF ISLAND, NOW WE USE THIS NEW S OF ISLAND ARR. PERHAPS THIS APCH CORRIDOR SHOULD BE EXTENDED VERT WITH THE TRSA AND MADE TO BE STAGE III RADAR WITH MANDATORY PARTICIPATION OR REVERT BACK TO THE N FLOW AS PREVIOUS.
