Narrative:

En route to watson island heliport, contact was made by aircraft for permission to enter TCA for south direct to watson island. Clearance was given by tower and squawk code. Approximately 5 NM from landing area, tower notified aircraft that airspace was restr and to turn ese. Aircraft asked for permission to enter airspace at watson island to pick up a tv station news crew who were waiting. After some discussion and delay, permission was denied. Aircraft contacted tower again to clarify restr airspace dimensions. Tower replied 3 NM radius at the 8 NM fix on the 356 degree right from biscayne VOR. Aircraft contacted FSS on 122.2 which holding outside bay area to verify NOTAM airspace restriction. FSS replied with 3 restrictions. 2 did not apply because of time of effectiveness. The last did. This NOTAM was within 1.5 NM radius of the bsy 356 degree right, 8 NM fix below 1500' MSL from XA20-XC20 local time. With this information, aircraft recontacted mia tower and asked for clarification on airspace dimension and told tower that FSS had been contacted by radio and was given this NOTAM information. Tower replied that they must protect a 3 NM radius on the 356 degree right (bsy) at 8 NM fix. Knowing that watson island was inside the 1.5 NM radius restriction, but dodge island was not (where company lands often), aircraft radios operations and asked to have the news crew moved to dodge island for pick up. Landing area at dodge island is 1.9 NM from the 8 NM fix of bsy 356 degree right. Aircraft pilot checked charts and LORAN C to confirm and made decision to land, being outside airspace restriction. Aircraft radioed to mia tower and us coast guard aircraft which was near location of intentions. Mia tower denied this radio advisory and told aircraft to stay south of government cut. Landing area on dodge island is south so aircraft landed at site, picked up new crew and departed south, never crossing restr border or 1.5 NM radius. Every effort was made to cooperate with mia tower, but their lack of understanding the NOTAM made it impossible to comply and perform our job to our clients.

WITH THIS INFO, ACFT RECONTACTED MIA TWR AND ASKED FOR CLARIFICATION ON AIRSPACE DIMENSION AND TOLD TWR THAT FSS HAD BEEN CONTACTED BY RADIO AND WAS GIVEN THIS NOTAM INFO. TWR REPLIED THAT THEY MUST PROTECT A 3 NM RADIUS ON THE 356 DEG R (BSY) AT 8 NM FIX. KNOWING THAT WATSON ISLAND WAS INSIDE THE 1.5 NM RADIUS RESTRICTION, BUT DODGE ISLAND WAS NOT (WHERE COMPANY LANDS OFTEN), ACFT RADIOS OPS AND ASKED TO HAVE THE NEWS CREW MOVED TO DODGE ISLAND FOR PICK UP. LNDG AREA AT DODGE ISLAND IS 1.9 NM FROM THE 8 NM FIX OF BSY 356 DEG R. ACFT PLT CHKED CHARTS AND LORAN C TO CONFIRM AND MADE DECISION TO LAND, BEING OUTSIDE AIRSPACE RESTRICTION.
