Narrative:
Due to weather I requested the VOR 22 at kcvn and was initially denied by cannon approach. Minutes later I was cleared for the approach by a second controller. I took this clearance and performed the approach as required. I broke out of the clouds and called a visual on the airport at about 8 miles from the airport. Upon landing I discovered the approach was at the time not authorized. At no point was I advised by cannon approach of the status of the VOR 22.
