Narrative:

I requested and received an IFR clearance to santa monica. The clearance was received via radio on the ground. I informed the center that I did not have a SID on board. I was given standard IFR departure. I requested clarification. I was cleared to morrow bay VOR, then via transition. I was released and took off. Shortly after takeoff, the center informed me that I had used improper IFR procedures, I should have flown the localizer.
