Small aircraft single, flying nne at approximately 9500' MSL to 10,000' MSL at kingston VOR 117.6. ZNY cleared air carrier flight to cross VOR at 10,000', small aircraft located 1/2 mi ahead, stopped descent at 10,200. Reported small aircraft to center. Center said aircraft had only primary return with no altitude readout.

Narrative: SMA SINGLE, FLYING NNE AT APPROX 9500' MSL TO 10,000' MSL AT KINGSTON VOR 117.6. ZNY CLRED ACR FLT TO CROSS VOR AT 10,000', SMA LOCATED 1/2 MI AHEAD, STOPPED DSCNT AT 10,200. REPORTED SMA TO CENTER. CENTER SAID ACFT HAD ONLY PRIMARY RETURN WITH NO ALT READOUT.
