Narrative:

First officer was flying and captain was working the radios and setting up the mode control panel. Dca clearance delivery gave us an initial altitude of 5000'. After takeoff on runway 36, we were cleared to 9000', then to 17,000' and asked to expedite through 11,000'. Called when through 11,000 and shortly thereafter cleared to dulles departure. On initial contact, we were cleared to FL210. New altitude read back and set in MCP. Leveled at FL210 and very shortly given frequency change to ZDC. Checked in at FL210 and given clearance to FL330. During climb ZDC asked who had cleared us to FL210. I described the sequence of altitudes increases and that dulles departure had provided clearance to FL210. ZDC said that dulles departure should not have done this since they own the altitude to 17,000'. Nothing more was said and there were no conflicts with other aircraft.

ON INITIAL CONTACT, WE WERE CLRED TO FL210. NEW ALT READ BACK AND SET IN MCP. LEVELED AT FL210 AND VERY SHORTLY GIVEN FREQ CHANGE TO ZDC. CHECKED IN AT FL210 AND GIVEN CLRNC TO FL330. DURING CLIMB ZDC ASKED WHO HAD CLRED US TO FL210. I DESCRIBED THE SEQUENCE OF ALTS INCREASES AND THAT DULLES DEP HAD PROVIDED CLRNC TO FL210. ZDC SAID THAT DULLES DEP SHOULD NOT HAVE DONE THIS SINCE THEY OWN THE ALT TO 17,000'. NOTHING MORE WAS SAID AND THERE WERE NO CONFLICTS WITH OTHER ACFT.
