Narrative:

I departed pae on an IFR training mission at (XX28 PDT). All external aircraft landing lights, navigation lights and anti-collision lights were on. ATC advised me to fly heading 210 degrees and maintain 2000'. Tower then advised me to contact sea departure control on 128.5. Sea departure then advised me to maintain 3000' and I climbed to 3000' on the 210 degree heading. Approximately 8 mi southwest of pae sea departure advised, 'contact sea departure on frequency 120.4...before you go you have traffic at 11 O'clock less than 1 mi, altitude unknown.' I looked at 11 O'clock and did not observe any traffic until I moved my head so as to look around the windshield post, located at 11 O'clock and 4' in width. I then observed a blue and white single engine B with 2 occupants. B was in level flight northbound at 3000' heading 340 degrees in the middle of the puget sound. B did not alter course or altitude and did not appear to see me. Because of the close proximity (300-400') of B, and the closure speeds, I did not have any time to avoid. I first observed B at 11 O'clock and in 1-2 seconds B had passed in front of me and was now at my 1-2 O'clock. I advised ATC that the traffic he had called was right in front of me. I then changed frequency and advised the controller on 120.4 of the near midair collision.

I LOOKED AT 11 O'CLOCK AND DID NOT OBSERVE ANY TFC UNTIL I MOVED MY HEAD SO AS TO LOOK AROUND THE WINDSHIELD POST, LOCATED AT 11 O'CLOCK AND 4' IN WIDTH. I THEN OBSERVED A BLUE AND WHITE SINGLE ENG B WITH 2 OCCUPANTS. B WAS IN LEVEL FLT NBOUND AT 3000' HDG 340 DEGS IN THE MIDDLE OF THE PUGET SOUND.
