Narrative:

On 7/xx/89, in fairbanks, ak, I was piloting an small aircraft X on floats for landing on the chena river 2 mi west of fai. Sequence of actions: the section of the chena river I was flying out of has an uncontrolled airfield adjacent. Before takeoff I informed ATC at fai of my intentions to depart the chena river to the east and return for landing at the same section of the river from the west (prominent wind). While taxiing I heard ATC (fai) inform small aircraft Y of permission to cross the air traffic area for landing at the airfield adjacent to chena river. While downwind I observed small aircraft Y on a right base leg, turning final for the airfield. At this time I extended my downwind phase in order to allow time for small aircraft Y to land. As I turned based and final I saw no other aircraft in sight and initiated my let down for the river. Unknown to me at the time, small aircraft Y made a low pass and go around at treetop level and re-entered for a landing. It was at this time small aircraft Y turned final in close proximity to my aircraft. I didn't see small aircraft Y because he was approaching low and to my off side. In my judgement I feel I did the best thing I could by extending downwind. The small aircraft Y owner said he heard me call ATC and advise them of takeoff and return for landing.

Title: SEAPLANE OPERATING FROM RIVER WITHIN FAI ATA, AND LIGHT ACFT EXECUTING GO AROUND TO A LNDG AT AIRSTRIP IMMEDIATELY ADJACENT TO THE RIVER HAVE NMAC.

BEFORE TKOF I INFORMED ATC AT FAI OF MY INTENTIONS TO DEPART THE CHENA RIVER TO THE E AND RETURN FOR LNDG AT THE SAME SECTION OF THE RIVER FROM THE W (PROMINENT WIND). WHILE TAXIING I HEARD ATC (FAI) INFORM SMA Y OF PERMISSION TO CROSS THE ATA FOR LNDG AT THE AIRFIELD ADJACENT TO CHENA RIVER. WHILE DOWNWIND I OBSERVED SMA Y ON A RIGHT BASE LEG, TURNING FINAL FOR THE AIRFIELD. AT THIS TIME I EXTENDED MY DOWNWIND PHASE IN ORDER TO ALLOW TIME FOR SMA Y TO LAND. AS I TURNED BASED AND FINAL I SAW NO OTHER ACFT IN SIGHT AND INITIATED MY LET DOWN FOR THE RIVER. UNKNOWN TO ME AT THE TIME, SMA Y MADE A LOW PASS AND GO AROUND AT TREETOP LEVEL AND RE-ENTERED FOR A LNDG. IT WAS AT THIS TIME SMA Y TURNED FINAL IN CLOSE PROX TO MY ACFT. I DIDN'T SEE SMA Y BECAUSE HE WAS APCHING LOW AND TO MY OFF SIDE. IN MY JUDGEMENT I FEEL I DID THE BEST THING I COULD BY EXTENDING DOWNWIND. THE SMA Y OWNER SAID HE HEARD ME CALL ATC AND ADVISE THEM OF TKOF AND RETURN FOR LNDG.
