Narrative:

On 7/xx/89, at about xx hours local, I was the pilot of an aircraft returning to hpn from a VFR flight to the west. The sky was hazy with approximately 3 mi visibility. There were numerous planes in the area. When I contacted ny approach approximately 15 mi southwest of hpn, the controller advised me that a teterboro controller had noticed my aircraft within the ny TCA at teb. At the time, I was navigating via LORAN. My route of flight, which took me north of essex county airport, carried me below the TCA at 2000' as I approached hpn from the west. The floor of the TCA at that point is 3000'. I navigated nowhere in the vicinity of teb. I feel that the practice of controllers of selectively blocking out VFR traffic during peak periods, then resuming monitoring, can cause confusion with the controllers as to which aircraft they are monitoring.

Title: PLT OF LIGHT ACFT COMES CLOSE TO TCA.

Narrative: ON 7/XX/89, AT ABOUT XX HRS LCL, I WAS THE PLT OF AN ACFT RETURNING TO HPN FROM A VFR FLT TO THE W. THE SKY WAS HAZY WITH APPROX 3 MI VISIBILITY. THERE WERE NUMEROUS PLANES IN THE AREA. WHEN I CONTACTED NY APCH APPROX 15 MI SW OF HPN, THE CTLR ADVISED ME THAT A TETERBORO CTLR HAD NOTICED MY ACFT WITHIN THE NY TCA AT TEB. AT THE TIME, I WAS NAVIGATING VIA LORAN. MY ROUTE OF FLT, WHICH TOOK ME N OF ESSEX COUNTY ARPT, CARRIED ME BELOW THE TCA AT 2000' AS I APCHED HPN FROM THE W. THE FLOOR OF THE TCA AT THAT POINT IS 3000'. I NAVIGATED NOWHERE IN THE VICINITY OF TEB. I FEEL THAT THE PRACTICE OF CTLRS OF SELECTIVELY BLOCKING OUT VFR TFC DURING PEAK PERIODS, THEN RESUMING MONITORING, CAN CAUSE CONFUSION WITH THE CTLRS AS TO WHICH ACFT THEY ARE MONITORING.
