Narrative:

My tow bar was struck by my propeller. This was a result of not taking the towbar off the nose wheel of the plane. Upon impact of the propeller with the tow bar, part of the tow bar was sent jolting through the air and struck an small aircraft which was parked in its stall. The small aircraft received 2 cuts in the right wing and a small dent. There was very little sound from inside my plane and I was unaware that anything was wrong. After taxiing out to the runway I noticed an electrical failure in my radio and flaps. Because of this I went back to the hangar where I then noticed the gash in my propeller. After looking around the parking lot I couldn't find the struck tow bard. It wasn't until later that I found out that the tow bar had struck another plane. This was discovered by the owner of a local flying club. The electrical problem was separate from the propeller strike and due to that I never took off. Insurance company has been notified and restitution is in process. Once again, both airplanes were parked and no injuries occurred.
