Narrative:

We were cleared for a visual approach by approach control to metroit metropolitan airport runway 21C and were flying parallel with another aircraft on approach to 21L. At approximately 1000' above the ground another aircraft took the runway for takeoff but delayed in position. At approximately 400' we were preparing to go around and at approximately 300' the aircraft took off, so we landed. Upon landing we could not remember being cleared to land. Our communication radio had previously given us problem cutting in and out so we checked it with tower and it checked ok and we were given taxi instructions. Nothing was said about the landing clearance by the tower controller. Contributing factors were: heavy traffic congestion, close parallel apches and lndgs and takeoffs on same runways. Possible solutions: pilots should never take the runway if aircraft on final is too close no matter what clearance is given by the tower.

Title: ACFT TAXI INTO POSITION AND HOLD WHILE REPORTER ACFT ON FINAL. REMAINED IN POSITION AND HOLD UNTIL LNDG ACFT APPROXIMATELY 300', THEN DEPARTED. REPORTER NOT SURE IF CLEARED TO LAND.

Narrative: WE WERE CLRED FOR A VISUAL APCH BY APCH CTL TO METROIT METRO ARPT RWY 21C AND WERE FLYING PARALLEL WITH ANOTHER ACFT ON APCH TO 21L. AT APPROX 1000' ABOVE THE GND ANOTHER ACFT TOOK THE RWY FOR TKOF BUT DELAYED IN POSITION. AT APPROX 400' WE WERE PREPARING TO GO AROUND AND AT APPROX 300' THE ACFT TOOK OFF, SO WE LANDED. UPON LNDG WE COULD NOT REMEMBER BEING CLRED TO LAND. OUR COM RADIO HAD PREVIOUSLY GIVEN US PROBLEM CUTTING IN AND OUT SO WE CHECKED IT WITH TWR AND IT CHECKED OK AND WE WERE GIVEN TAXI INSTRUCTIONS. NOTHING WAS SAID ABOUT THE LNDG CLRNC BY THE TWR CTLR. CONTRIBUTING FACTORS WERE: HEAVY TFC CONGESTION, CLOSE PARALLEL APCHES AND LNDGS AND TKOFS ON SAME RWYS. POSSIBLE SOLUTIONS: PLTS SHOULD NEVER TAKE THE RWY IF ACFT ON FINAL IS TOO CLOSE NO MATTER WHAT CLRNC IS GIVEN BY THE TWR.
