Narrative:

The attached account is essentially correct. I violated the arsa because: 1) I was unknowingly using an outdated WAC chart that did not show an arsa at springfield. 2) thunderstorms around the airport prevented me from maintaining continuous visual contact for proper separation from the arsa/air traffic area. I should have: 1) insured I was using a current chart. 2) contacted the facility by radio. WAC charts do not contain approach/departure frequencys and I was unable to raise FSS on the radio to obtain them. 20Z - a transponder equipped aircraft with mode C altitude readout indicating 2000' MSL was observed by radar entering the lateral limits of the springfield arsa 10 mi wnw of capital airport tracking east north east bound. 23Z - unidentified aircraft was tracking ene and located 1 mi west of licol outer marker on a converging course with IFR arrival on runway 2. ILS tracking swbnd 1 mi northeast of licol outer marker, unable to visually sight the unidentified aircraft, requested a radar vector off the ILS course eastbound to avoid merging with traffic. Radar vector was provided and targets did not merge. 27Z - unidentified aircraft departed the lateral limits of the springfield arsa 10 mi ene of capital airport tracking east north east bound. 20Z - unidentified aircraft was handed off to champaign, il approach control for tracking and possible identification. 44Z - champaign approach control advised that the unknown traffic was identified as inbound to land at chi. 20Z - pilot contacted spi by telephone and provided name and address information. Springfield WX 50Z: measured ceiling 3000 broken, two five thousand overcast, visibility one zero, wind two eight zero at nine KTS. Flight was conducted within the springfield arsa without radio communication with air traffic control.
