Narrative:

I believe that the high speed/taxi/ground operations by 2 western based carriers creates a potential hazard at phoenix. These carriers taxi at excessive speeds routinely and exit the runways on high speed txwys at very high speeds entering the txwys under a pretty good head of steam. I wonder if these operators 1) properly clear the taxiway visually prior to entering it for other traffic, and 2) have the ability to stop if encountering other taxiing traffic. The reasons for high speed ground operations may be many in nature but I assume that among them are 1) management emphasis and pilot cooperation in 'on-line' production as a top priority and, in another case, payment based on flight segments/mileage rather than 'block time'. I believe the situation in phoenix should be remedied immediately.

Title: HIGH SPEED TAXI OF AIR CARRIERS.

Narrative: I BELIEVE THAT THE HIGH SPEED/TAXI/GND OPERATIONS BY 2 WESTERN BASED CARRIERS CREATES A POTENTIAL HAZARD AT PHOENIX. THESE CARRIERS TAXI AT EXCESSIVE SPEEDS ROUTINELY AND EXIT THE RWYS ON HIGH SPEED TXWYS AT VERY HIGH SPEEDS ENTERING THE TXWYS UNDER A PRETTY GOOD HEAD OF STEAM. I WONDER IF THESE OPERATORS 1) PROPERLY CLEAR THE TXWY VISUALLY PRIOR TO ENTERING IT FOR OTHER TFC, AND 2) HAVE THE ABILITY TO STOP IF ENCOUNTERING OTHER TAXIING TFC. THE REASONS FOR HIGH SPEED GND OPERATIONS MAY BE MANY IN NATURE BUT I ASSUME THAT AMONG THEM ARE 1) MGMNT EMPHASIS AND PLT COOPERATION IN 'ON-LINE' PRODUCTION AS A TOP PRIORITY AND, IN ANOTHER CASE, PAYMENT BASED ON FLT SEGMENTS/MILEAGE RATHER THAN 'BLOCK TIME'. I BELIEVE THE SITUATION IN PHOENIX SHOULD BE REMEDIED IMMEDIATELY.
