Narrative:

On the morning of jun/sun/89, I was cleared IFR from fullerton airport to monterey airport. At approximately 300' after takeoff a right turn was commenced to the 120 heading with the pc (wing leveler) disconnect button depressed, but as the aircraft was banked to the right the pc system did ot disconnect but exerted a hard aileron roll force left wing down. With overpwring force I rolled the aircraft back to the right and continued the right turn passing south of V8, around to a west heading, continuing to a north heading and rolled out on an approximately heading of 010. I reached for the microphone to contact coast 124.65 that I wished to cancel IFR, but I received no reply. I engaged the heading hold mode of the autoplt to see if lateral control could be maintained, but the aircraft went into severe left bank and would not respond to the heading knob. I disconnected the autoplt but the pc still commanded left roll, even though I held the override button depressed. I forced the ailerons right wing down holding pressure to maintain level flight. While holding this aileron pressure I tried once again to contact coast, but no contact was made. I continued straight ahead maintaining VFR and I could see brackett straight ahead, I contemplated landing there since they had a longer runway, as I reached for my charts to get the brackett frequency the aircraft would roll left. While the aircraft passed into the brackett control zone in a left bank I decided to return to fullerton. I maintained a westerly heading the best I could while trying to contact coast. I cancelled IFR and was advised to call coast via telephone after I landed. Approximately 3 mi north of fullerton airport I established contact with fullerton tower and was cleared to land. My base leg was started when cleared which resulted in a high approach and a go around. Lateral control was maintained on the approach and go around with no difficulty with the pc override constantly depressed. Landing traffic was now using runway 24. I landed without difficulty and taxied to the parking area. During taxi back I did some s-turns to check the pc. As I would turn right the ailerons would roll left and when I would turn left the ailerons would roll right wing down. Both reactions are normal indications for correct pc operation. Shortly after I reached the parking area an airport security employee arrived in a pick up truck requesting various identification and the request that I call the tower. I complied with all requests, called the tower and called coast approach. I gave a brief explanation of my difficulties in the air and explained that I had maintained VFR.

AT APPROX 300' AFTER TKOF A RIGHT TURN WAS COMMENCED TO THE 120 HDG WITH THE PC (WING LEVELER) DISCONNECT BUTTON DEPRESSED, BUT AS THE ACFT WAS BANKED TO THE RIGHT THE PC SYSTEM DID OT DISCONNECT BUT EXERTED A HARD AILERON ROLL FORCE LEFT WING DOWN. WITH OVERPWRING FORCE I ROLLED THE ACFT BACK TO THE RIGHT AND CONTINUED THE RIGHT TURN PASSING SOUTH OF V8, AROUND TO A WEST HDG, CONTINUING TO A NORTH HDG AND ROLLED OUT ON AN APPROX HDG OF 010. I REACHED FOR THE MIKE TO CONTACT COAST 124.65 THAT I WISHED TO CANCEL IFR, BUT I RECEIVED NO REPLY. I ENGAGED THE HDG HOLD MODE OF THE AUTOPLT TO SEE IF LATERAL CTL COULD BE MAINTAINED, BUT THE ACFT WENT INTO SEVERE LEFT BANK AND WOULD NOT RESPOND TO THE HDG KNOB. I DISCONNECTED THE AUTOPLT BUT THE PC STILL COMMANDED LEFT ROLL, EVEN THOUGH I HELD THE OVERRIDE BUTTON DEPRESSED. I FORCED THE AILERONS RIGHT WING DOWN HOLDING PRESSURE TO MAINTAIN LEVEL FLT. WHILE HOLDING THIS AILERON PRESSURE I TRIED ONCE AGAIN TO CONTACT COAST, BUT NO CONTACT WAS MADE. I CONTINUED STRAIGHT AHEAD MAINTAINING VFR AND I COULD SEE BRACKETT STRAIGHT AHEAD, I CONTEMPLATED LNDG THERE SINCE THEY HAD A LONGER RWY, AS I REACHED FOR MY CHARTS TO GET THE BRACKETT FREQ THE ACFT WOULD ROLL LEFT. WHILE THE ACFT PASSED INTO THE BRACKETT CTL ZONE IN A LEFT BANK I DECIDED TO RETURN TO FULLERTON. I MAINTAINED A WESTERLY HDG THE BEST I COULD WHILE TRYING TO CONTACT COAST. I CANCELLED IFR AND WAS ADVISED TO CALL COAST VIA TELEPHONE AFTER I LANDED. APPROX 3 MI NORTH OF FULLERTON ARPT I ESTABLISHED CONTACT WITH FULLERTON TWR AND WAS CLRED TO LAND. MY BASE LEG WAS STARTED WHEN CLRED WHICH RESULTED IN A HIGH APCH AND A GO AROUND. LATERAL CTL WAS MAINTAINED ON THE APCH AND GO AROUND WITH NO DIFFICULTY WITH THE PC OVERRIDE CONSTANTLY DEPRESSED. LNDG TFC WAS NOW USING RWY 24. I LANDED WITHOUT DIFFICULTY AND TAXIED TO THE PARKING AREA. DURING TAXI BACK I DID SOME S-TURNS TO CHECK THE PC. AS I WOULD TURN RIGHT THE AILERONS WOULD ROLL LEFT AND WHEN I WOULD TURN LEFT THE AILERONS WOULD ROLL RIGHT WING DOWN. BOTH REACTIONS ARE NORMAL INDICATIONS FOR CORRECT PC OPERATION. SHORTLY AFTER I REACHED THE PARKING AREA AN ARPT SECURITY EMPLOYEE ARRIVED IN A PICK UP TRUCK REQUESTING VARIOUS IDENTIFICATION AND THE REQUEST THAT I CALL THE TWR. I COMPLIED WITH ALL REQUESTS, CALLED THE TWR AND CALLED COAST APCH. I GAVE A BRIEF EXPLANATION OF MY DIFFICULTIES IN THE AIR AND EXPLAINED THAT I HAD MAINTAINED VFR.
