Narrative:

On approach for bwi, in arsa, told to expect runway 10 ILS. VMC conditions at airport, so requested VOR/DME runway 4 to hold short runway 10 (aircraft is STOL, and we have a letter with bwi). We saw the airport and were cleared for visual 4, keep speed up, jet traffic runway 10. (Normal to tell us about other runway, traffic for STOL operations.) turned over to tower, said 'cleared to land 4, spacing on traffic medium large transport runway 10.' I asked to clarify if that meant we had 'full length'. Tower said, 'that depends on medium large transport traffic'. I interpreted that to mean that we were to hold short of 10. No problem. Wind checked at 140 degree at 8 KTS, which equalled less than 2 KTS tailwind, which is considered 'calm' per our operations manual. On short-short final medium large transport rolling out on runway 10, tower told medium large transport to turn left on 4. This confused me. It is unusual to have another aircraft on the same runway, even if it is beyond the hold short limit. We tried to confirm landing clearance, bwi frequency was congested, so we couldn't. In the flare, tower told the medium large transport to 'continue to the end' of 10, and then called our flight, but said to 'disregard'. We landed, held short of 10 and taxied to gate. On the way in, we asked ground if there had been a problem. They mentioned the wind, and we said that it was within our operations specifications. We were never told to go around, and we assumed the 'hold short' but were confused by the 'spacing of the medium large transport' and the instruction to that aircraft to turn off on our runway. We were sure that our clearance to land was still good.

Title: MLG LNDG RWY 10 AT BWI STOL AIR CARRIER LNDG 4.

Narrative: ON APCH FOR BWI, IN ARSA, TOLD TO EXPECT RWY 10 ILS. VMC CONDITIONS AT ARPT, SO REQUESTED VOR/DME RWY 4 TO HOLD SHORT RWY 10 (ACFT IS STOL, AND WE HAVE A LETTER WITH BWI). WE SAW THE ARPT AND WERE CLRED FOR VISUAL 4, KEEP SPEED UP, JET TFC RWY 10. (NORMAL TO TELL US ABOUT OTHER RWY, TFC FOR STOL OPS.) TURNED OVER TO TWR, SAID 'CLRED TO LAND 4, SPACING ON TFC MLG RWY 10.' I ASKED TO CLARIFY IF THAT MEANT WE HAD 'FULL LENGTH'. TWR SAID, 'THAT DEPENDS ON MLG TFC'. I INTERPRETED THAT TO MEAN THAT WE WERE TO HOLD SHORT OF 10. NO PROBLEM. WIND CHECKED AT 140 DEG AT 8 KTS, WHICH EQUALLED LESS THAN 2 KTS TAILWIND, WHICH IS CONSIDERED 'CALM' PER OUR OPS MANUAL. ON SHORT-SHORT FINAL MLG ROLLING OUT ON RWY 10, TWR TOLD MLG TO TURN LEFT ON 4. THIS CONFUSED ME. IT IS UNUSUAL TO HAVE ANOTHER ACFT ON THE SAME RWY, EVEN IF IT IS BEYOND THE HOLD SHORT LIMIT. WE TRIED TO CONFIRM LNDG CLRNC, BWI FREQ WAS CONGESTED, SO WE COULDN'T. IN THE FLARE, TWR TOLD THE MLG TO 'CONTINUE TO THE END' OF 10, AND THEN CALLED OUR FLT, BUT SAID TO 'DISREGARD'. WE LANDED, HELD SHORT OF 10 AND TAXIED TO GATE. ON THE WAY IN, WE ASKED GND IF THERE HAD BEEN A PROBLEM. THEY MENTIONED THE WIND, AND WE SAID THAT IT WAS WITHIN OUR OPS SPECS. WE WERE NEVER TOLD TO GO AROUND, AND WE ASSUMED THE 'HOLD SHORT' BUT WERE CONFUSED BY THE 'SPACING OF THE MLG' AND THE INSTRUCTION TO THAT ACFT TO TURN OFF ON OUR RWY. WE WERE SURE THAT OUR CLRNC TO LAND WAS STILL GOOD.
