Narrative:

I was flying an light transport as captain when this situation happened. ZDC advised us that there was traffic at 11 O'clock at 2 mi trailing across our course at 8300'. I called no contact. Then ZDC called traffic at 1 mi same direction and then 1/2 mi away. At 1/2 mi away I saw a twin engine small transport approaching from my left at my altitude. To avoid a possible event I pulled the aircraft up to 8500' which the small transport passed underneath my aircraft. There were 11 passenger on board none were hurt. The small transport was not at the correct altitude on a heading of 120 degree. Small transport was straight and level and did not see my aircraft at all. I would like to commend the ZDC controller for his help in a possible occurrence.
