Narrative:

Captain descended off altitude. At 150' I called altitude low, 200' call low on altitude. Captain had me request 10,000 because of clouds and turbulence. Center was very busy. When I contacted them they told me to stand by. Captain descended 400' low, which I called low. When the captain stopped at 700' low, I asked him what he was doing. He told me not to worry. I told him he needed to get back on altitude. I asked 5 times to get back on altitude, but he would not. Then center gave us 10,000.
