Narrative:

Company has instituted new checklist procedures where captain and copilot answer checklist for critical items (ie, landing gear, flaps). Also pilot not flying lowers gear and flaps for pilot flying. We were instructed to contact tower at marker on ILS approach. As we went by marker, the frequency change was initiated but not completed due to gear being lowered, flaps being lowered to 25, then 30, and checklist called for with both pilots answering. Upon turning off runway, discovered wrong frequency. Upon setting right frequency, 119.5, tower advised us to cross runway 8L and that we had been 'cleared to land'. Forget exact ceiling but when we were answering checklist for critical items, it was at a critical time. We did not break out until by marker.

UPON TURNING OFF RWY, DISCOVERED WRONG FREQ. UPON SETTING RIGHT FREQ, 119.5, TWR ADVISED US TO CROSS RWY 8L AND THAT WE HAD BEEN 'CLRED TO LAND'. FORGET EXACT CEILING BUT WHEN WE WERE ANSWERING CHECKLIST FOR CRITICAL ITEMS, IT WAS AT A CRITICAL TIME. WE DID NOT BREAK OUT UNTIL BY MARKER.
