Narrative:

Spill-in to R5311 at FL190, R5311 was active at and below FL260. However, control positions never advised of change in R5311 status. Position showed activity at and below 12,000 only in R5311. I believe the cause of this incident was lack of coordination between military mission position within ZDC by not forwarding to control positions for airspace concerned. I would recommend a checklist be developed to ensure information on status is disseminated.

Title: SMT PENETRATED RESTRICTED AIRSPACE WITHOUT AUTHORITY.

Narrative: SPILL-IN TO R5311 AT FL190, R5311 WAS ACTIVE AT AND BELOW FL260. HOWEVER, CTL POSITIONS NEVER ADVISED OF CHANGE IN R5311 STATUS. POSITION SHOWED ACTIVITY AT AND BELOW 12,000 ONLY IN R5311.
