Narrative:

Medium large transport departed ontario via prado 2 SID. The SID does not require a restriction as to when the left turn must be started. This is complicated by noise abatement posted at runway requiring no turn before 2000'. This causes large differences in the execution of the SID. Because pomona sector's airspace is violated by the departure yet ral sector releases and talks to the aircraft on initial contact it creates an unsafe condition in the pomona sector. The medium large transport flew 16 mi through pomona's airspace creating an uncontrollable situation with a high performance aircraft in a climb and turn conflicting with low performance aircraft (small transport). A ucr has previously been filed on this procedure.

Title: MLG MADE A LATE TURN ON SID AND CONFLICTED WITH AN SMT. NO LOSS OF SEPARATION.

Narrative: MLG DEPARTED ONTARIO VIA PRADO 2 SID. THE SID DOES NOT REQUIRE A RESTRICTION AS TO WHEN THE LEFT TURN MUST BE STARTED. THIS IS COMPLICATED BY NOISE ABATEMENT POSTED AT RWY REQUIRING NO TURN BEFORE 2000'. THIS CAUSES LARGE DIFFERENCES IN THE EXECUTION OF THE SID. BECAUSE POMONA SECTOR'S AIRSPACE IS VIOLATED BY THE DEP YET RAL SECTOR RELEASES AND TALKS TO THE ACFT ON INITIAL CONTACT IT CREATES AN UNSAFE CONDITION IN THE POMONA SECTOR. THE MLG FLEW 16 MI THROUGH POMONA'S AIRSPACE CREATING AN UNCONTROLLABLE SITUATION WITH A HIGH PERFORMANCE ACFT IN A CLIMB AND TURN CONFLICTING WITH LOW PERFORMANCE ACFT (SMT). A UCR HAS PREVIOUSLY BEEN FILED ON THIS PROC.
