Narrative:

Mlt departed blv direct fam, lit to ske. Mlt was stopped at FL200 for traffic and was pointed out to the high altitude second 14 who approved a climb to FL280 and to change frequency to mem north. I climbed mlt to FL280 25 NM from mem (ZME) boundary and put on mem frequency. I was being relieved and was giving a relief briefing to the next controller when in the middle of the briefing I noticed that the mlt was not climbing as good as I thought he would. The mlt was 3 or 4 miles from the ZKC/ZME boundary when I tried to call the mem center maw second, two times but did not get an answer. Mlt crossed the boundary climbing through FL235 (500' short of being at or above FL240). I finished my relief briefing and went to the supervisor in charge and turned myself in.

THE MLT WAS 3 OR 4 MILES FROM THE ZKC/ZME BOUNDARY WHEN I TRIED TO CALL THE MEM CENTER MAW SEC, TWO TIMES BUT DID NOT GET AN ANSWER. MLT CROSSED THE BOUNDARY CLIMBING THROUGH FL235 (500' SHORT OF BEING AT OR ABOVE FL240). I FINISHED MY RELIEF BRIEFING AND WENT TO THE SUPVR IN CHARGE AND TURNED MYSELF IN.
