Narrative:

Small aircraft was cleared for the ILS 28 approach at tvc and was assigned 2800' MSL until established on the approach. When still outside the OM but on the localizer inbound traffic was given as a military helicopter at 11 O'clock and at 2500'. We immediately had the helicopter in sight, nebnd, at approximately 1/3 mi. Both small aircraft and the helicopter turned to the left. We maintained 2800' MSL and turned left in order to maintain visibility sep. When we reported to center we had the helicopter in sight, the instruction was to maintain visibility sep, contact the tower small aircraft and the helicopter passed each other with the helicopter 300' lower and approximately 200' off to the side. Even though there was no problem I feel this was a little too close and think the helicopter should have been vectored away from us as we were already cleared for the approach and established on the localizer inbound. We had a radio failure after the approach on the #1 communication and apparently the tower did not hear the reported missed approach call, even thought they instructed us to call minneapolis for our further IFR clearance. In retrospect with our being controled by minneapolis and the helicopter apparently by the tower it looks like there is a lack of coordination between center and tower.

Title: CLOSE PROX GA-SMA MIL-HELICOPTER EAST OF TVC ON LOCALIZER TO RWY 28.

Narrative: SMA WAS CLRED FOR THE ILS 28 APCH AT TVC AND WAS ASSIGNED 2800' MSL UNTIL ESTABLISHED ON THE APCH. WHEN STILL OUTSIDE THE OM BUT ON THE LOC INBND TFC WAS GIVEN AS A MIL HELI AT 11 O'CLOCK AND AT 2500'. WE IMMEDIATELY HAD THE HELI IN SIGHT, NEBND, AT APPROX 1/3 MI. BOTH SMA AND THE HELI TURNED TO THE LEFT. WE MAINTAINED 2800' MSL AND TURNED LEFT IN ORDER TO MAINTAIN VIS SEP. WHEN WE RPTED TO CENTER WE HAD THE HELI IN SIGHT, THE INSTRUCTION WAS TO MAINTAIN VIS SEP, CONTACT THE TWR SMA AND THE HELI PASSED EACH OTHER WITH THE HELI 300' LOWER AND APPROX 200' OFF TO THE SIDE. EVEN THOUGH THERE WAS NO PROB I FEEL THIS WAS A LITTLE TOO CLOSE AND THINK THE HELI SHOULD HAVE BEEN VECTORED AWAY FROM US AS WE WERE ALREADY CLRED FOR THE APCH AND ESTABLISHED ON THE LOC INBND.
