Narrative:

Called pontiac tower at the VOR inbound. Tower acknowledged transmission. Approximately 1 mi, as I was entering downwind leg, called tower and idented myself with landing light. Tower stated I was 2 behind traffic on base leg. On downwind leg tower called and asked if I had traffic in sight. 'Affirmative.' cleared me to land. I asked to do a touch and go. Tower cleared me for touch and go. Third time around tower cleared for a touch and go. I replied I would land to a stop. Tower cleared me to land. Landed on runway 27R, turned left at the first intersection. Called ground control, stated I was clear of 27R and wanted to taxi to FBO. Controller called, stated I was still on tower frequency. Switched to radio with ground frequency. Repeated the above. Controller called and asked if that was me between runways. 'Affirmative.' I was then cleared to cross 27L. As I crossed 27L I saw an airplane on runway, so I sped up. Cleared 27L. The plane on 27L then passed west/O incident. The controller then called and cleared me to FBO. I refueled. Called ground control for taxi clearance from FBO to waterford. Controller cleared me to taxi. Then as an afterthought, asked me to call the tower when I arrived at destination. Responded I would. Upon calling the tower controller asked if I knew what this was about. I stated I thought I did. He said the pilot of the other plane was unhappy. I stated I was too, and I was surprised he cleared me to cross knowing somebody was on the runway. At this time I found out I was talking to the supervisor, not the controller himself. The supervisor said, 'well he said he didn't and you say he did--the boss will listen to the tapes tomorrow and decide.' I heard no transmission telling me to hold short. The controller did not communicate with me as I started to roll. I thought everything was clear. Nothing was indicated anything was wrong until after I had left the FBO after refueling.

THE PLANE ON 27L THEN PASSED W/O INCIDENT. THE CTLR THEN CALLED AND CLRED ME TO FBO. I REFUELED. CALLED GND CTL FOR TAXI CLRNC FROM FBO TO WATERFORD. CTLR CLRED ME TO TAXI. THEN AS AN AFTERTHOUGHT, ASKED ME TO CALL THE TWR WHEN I ARRIVED AT DEST. RESPONDED I WOULD. UPON CALLING THE TWR CTLR ASKED IF I KNEW WHAT THIS WAS ABOUT. I STATED I THOUGHT I DID. HE SAID THE PLT OF THE OTHER PLANE WAS UNHAPPY. I STATED I WAS TOO, AND I WAS SURPRISED HE CLRED ME TO CROSS KNOWING SOMEBODY WAS ON THE RWY. AT THIS TIME I FOUND OUT I WAS TALKING TO THE SUPVR, NOT THE CTLR HIMSELF. THE SUPVR SAID, 'WELL HE SAID HE DIDN'T AND YOU SAY HE DID--THE BOSS WILL LISTEN TO THE TAPES TOMORROW AND DECIDE.' I HEARD NO XMISSION TELLING ME TO HOLD SHORT. THE CTLR DID NOT COMMUNICATE WITH ME AS I STARTED TO ROLL. I THOUGHT EVERYTHING WAS CLEAR. NOTHING WAS INDICATED ANYTHING WAS WRONG UNTIL AFTER I HAD LEFT THE FBO AFTER REFUELING.
