Narrative:

Jfk, landing ILS runway 4R, departure runway 4L. The local control position was split. Another controller was working runway 4R arrival. I was working the runway 4L departure--we work side by side. We have worked together for 6 yrs, so the coordination was excellent. Local arrival had an light transport on final. Behind him was widebody transport with an emergency. Spacing was less than standard and the widebody transport was gaining. I had just released a widebody transport and I had an large transport in position on runway 4L. The other local asked if runway 4L was available for light transport. I agreed. I cleared light transport to land, slowed him down and gave him his traffic. I cleared the large transport for takeoff and gave him his traffic. The light transport asked if he should miss approach, then he said the departure is rolling, 'we'll continue.' I could have given the light transport a left 360 degree turn, but I thought it would work and wanted to a be 'nice guy.' well, the large transport was slow rolling and the light transport did not slow and did not land long. Consequently, both were on the runway at the same time with about 5000' between them. The thought the light transport was in a better position to judge spacing because it was night. The tower is quite a distance from the runway end and I had numerous lights in my face. I've seen it work a thousand times--this time it didn't. I won't let it happen again.

Title: ACFT LANDED ON RWY WHILE DEP WAS ROLLING.

Narrative: JFK, LNDG ILS RWY 4R, DEP RWY 4L. THE LCL CTL POS WAS SPLIT. ANOTHER CTLR WAS WORKING RWY 4R ARR. I WAS WORKING THE RWY 4L DEP--WE WORK SIDE BY SIDE. WE HAVE WORKED TOGETHER FOR 6 YRS, SO THE COORD WAS EXCELLENT. LCL ARR HAD AN LTT ON FINAL. BEHIND HIM WAS WDB WITH AN EMER. SPACING WAS LESS THAN STANDARD AND THE WDB WAS GAINING. I HAD JUST RELEASED A WDB AND I HAD AN LGT IN POS ON RWY 4L. THE OTHER LCL ASKED IF RWY 4L WAS AVAILABLE FOR LTT. I AGREED. I CLRED LTT TO LAND, SLOWED HIM DOWN AND GAVE HIM HIS TFC. I CLRED THE LGT FOR TKOF AND GAVE HIM HIS TFC. THE LTT ASKED IF HE SHOULD MISS APCH, THEN HE SAID THE DEP IS ROLLING, 'WE'LL CONTINUE.' I COULD HAVE GIVEN THE LTT A LEFT 360 DEG TURN, BUT I THOUGHT IT WOULD WORK AND WANTED TO A BE 'NICE GUY.' WELL, THE LGT WAS SLOW ROLLING AND THE LTT DID NOT SLOW AND DID NOT LAND LONG. CONSEQUENTLY, BOTH WERE ON THE RWY AT THE SAME TIME WITH ABOUT 5000' BTWN THEM. THE THOUGHT THE LTT WAS IN A BETTER POS TO JUDGE SPACING BECAUSE IT WAS NIGHT. THE TWR IS QUITE A DISTANCE FROM THE RWY END AND I HAD NUMEROUS LIGHTS IN MY FACE. I'VE SEEN IT WORK A THOUSAND TIMES--THIS TIME IT DIDN'T. I WON'T LET IT HAPPEN AGAIN.
