Narrative:

We were approximately 30 mi out descending and advised we would be using the NDB runway 30 approach. We were issued a descent to 3000', heading of 290 degrees, intercept the inbound course, cleared for the approach. I was keeping an eye on the traffic and setting up the communication radios for frequency change, checking the RMI and running the final portion of our checklist. The ADF did a slow turn to 330 degrees, approximately. Both captain and I crosschecked this and he started a turn to intercept to approximately 345 degrees. While in turn the needle centered up on 290 degrees as we passed 330 degrees and the captain started a turn back to 290 degrees. At 290 degrees it swung to approximately 260 degrees. Before we could correct, it centered up and then started a slow turn to 330 degrees. While on a heading of 290 degrees, we determined the navigation was unacceptable for the approach, but the identify was normal. I was monitoring it. All this occurred in approximately 2 mins. We informed ATC the approach was unusable, and explained. They contacted other aircraft and confirmed it was operating normally, 'must be our equipment.' fly heading 290 degrees vector to OM for visibility approach. We called the airport in sight and were cleared for the visibility. During final I noticed the ADF make several changes off course, then back on again. After landing we were discussing the problem when I noticed a passenger walking from the aircraft with a portable cam recorder on his shoulder. I called operations to ask him if he had been using it. We also asked the F/a's about it. 1 F/a said she was sitting on the aft jump seat and saw him take it out and appeared to be turning it on and off filming his wife and then the outside area. Operations confirmed, he said he was using it. I then tuned the station and it checked normal. On departure it also checked normal. This is the third report I've filed with NASA about navigation interference from electronic devices. Don't you think it's about time to ban all electronic devices.

Title: FO OF ACR MLG COMPLAINT ABOUT INTERFERENCE WITH ACFT NAVIGATION SYSTEM BY PASSENGER USING A CAM RECORDER DURING IAP NDB APCH.

AT 290 DEGS IT SWUNG TO APPROX 260 DEGS. BEFORE WE COULD CORRECT, IT CENTERED UP AND THEN STARTED A SLOW TURN TO 330 DEGS. WHILE ON A HDG OF 290 DEGS, WE DETERMINED THE NAV WAS UNACCEPTABLE FOR THE APCH, BUT THE IDENT WAS NORMAL. I WAS MONITORING IT. ALL THIS OCCURRED IN APPROX 2 MINS. WE INFORMED ATC THE APCH WAS UNUSABLE, AND EXPLAINED. THEY CONTACTED OTHER ACFT AND CONFIRMED IT WAS OPERATING NORMALLY, 'MUST BE OUR EQUIP.' FLY HDG 290 DEGS VECTOR TO OM FOR VIS APCH. WE CALLED THE ARPT IN SIGHT AND WERE CLRED FOR THE VIS. DURING FINAL I NOTICED THE ADF MAKE SEVERAL CHANGES OFF COURSE, THEN BACK ON AGAIN. AFTER LNDG WE WERE DISCUSSING THE PROB WHEN I NOTICED A PAX WALKING FROM THE ACFT WITH A PORTABLE CAM RECORDER ON HIS SHOULDER. I CALLED OPS TO ASK HIM IF HE HAD BEEN USING IT. WE ALSO ASKED THE F/A'S ABOUT IT. 1 F/A SAID SHE WAS SITTING ON THE AFT JUMP SEAT AND SAW HIM TAKE IT OUT AND APPEARED TO BE TURNING IT ON AND OFF FILMING HIS WIFE AND THEN THE OUTSIDE AREA. OPS CONFIRMED, HE SAID HE WAS USING IT. I THEN TUNED THE STATION AND IT CHKED NORMAL. ON DEP IT ALSO CHKED NORMAL. THIS IS THE THIRD RPT I'VE FILED WITH NASA ABOUT NAV INTERFERENCE FROM ELECTRONIC DEVICES. DON'T YOU THINK IT'S ABOUT TIME TO BAN ALL ELECTRONIC DEVICES.
