Narrative:

Departing btm. FSS only. Received IFR clearance during taxi. Cleared to 13000' as filed. Note 13000' set in altitude alerter. During climb I spoke with another pilot on #2 radio who said he thought FSS was trying to reach us. While I was talking on #2 radio copilot established radio contact with ZLC on #1 radio and was given an altitude restriction of 11000' late: 11000' not set in altitude alerter. I leveled off at 13000' and not until ZLC questioned my altitude did the copilot inform me of the 11000' restriction. I believe the PNF has a responsibility to inform the PF of any new clrncs received and to call out aurally or visually 1000' before reaching any assigned altitude. If these procedures are followed regardless of who is talking on any radio this type of incident would never happen.

WHILE I WAS TALKING ON #2 RADIO COPLT ESTABLISHED RADIO CONTACT WITH ZLC ON #1 RADIO AND WAS GIVEN AN ALT RESTRICTION OF 11000' LATE: 11000' NOT SET IN ALT ALERTER. I LEVELED OFF AT 13000' AND NOT UNTIL ZLC QUESTIONED MY ALT DID THE COPLT INFORM ME OF THE 11000' RESTRICTION. I BELIEVE THE PNF HAS A RESPONSIBILITY TO INFORM THE PF OF ANY NEW CLRNCS RECEIVED AND TO CALL OUT AURALLY OR VISUALLY 1000' BEFORE REACHING ANY ASSIGNED ALT. IF THESE PROCS ARE FOLLOWED REGARDLESS OF WHO IS TALKING ON ANY RADIO THIS TYPE OF INCIDENT WOULD NEVER HAPPEN.
