Narrative:

On ILS approach to runway 32R at iah, ATIS WX 4 scattered, 7 broken, 15 overcast, 2 RF, 72/70 winds 320 20 G25, 29.69. Tower winds 310 14 G20. At 1000' on G/south, encountered very heavy rain, airspeed erratic at 500' AGL, captain called for go around when airspeed went to bug plus 25 KTS and 1 DOT high on G/south (windshear). During go around full flaps (25 degrees) failed stuck full down (should have gone to 15 degrees). Captain and first officer noted airspeed going to bug minus 10 KTS, while loud confign warning horn was blaring. Unsure initially of windshear impending stall throttles were temporarily overboosted (full mechanical stops for 10 seconds). Go around was marginal with combination of windshear and full flaps. After identing flap problem, flew uneventful approach to another runway. For a short time crew was in an extreme position. Callback conversation with reporter revealed the following: the flag gauges were sensing a flap discrepancy that did not exist and locked the flaps in their last position. Flight crew could not retract the flaps and made the go around with full flaps extended. It was not a problem once they knew what they had to work with.

AT 1000' ON G/S, ENCOUNTERED VERY HVY RAIN, AIRSPD ERRATIC AT 500' AGL, CAPT CALLED FOR GAR WHEN AIRSPD WENT TO BUG PLUS 25 KTS AND 1 DOT HIGH ON G/S (WINDSHEAR). DURING GAR FULL FLAPS (25 DEGS) FAILED STUCK FULL DOWN (SHOULD HAVE GONE TO 15 DEGS). CAPT AND F/O NOTED AIRSPD GOING TO BUG MINUS 10 KTS, WHILE LOUD CONFIGN WARNING HORN WAS BLARING. UNSURE INITIALLY OF WINDSHEAR IMPENDING STALL THROTTLES WERE TEMPORARILY OVERBOOSTED (FULL MECHANICAL STOPS FOR 10 SECS). GAR WAS MARGINAL WITH COMBINATION OF WINDSHEAR AND FULL FLAPS. AFTER IDENTING FLAP PROB, FLEW UNEVENTFUL APCH TO ANOTHER RWY. FOR A SHORT TIME CREW WAS IN AN EXTREME POS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: THE FLAG GAUGES WERE SENSING A FLAP DISCREPANCY THAT DID NOT EXIST AND LOCKED THE FLAPS IN THEIR LAST POS. FLT CREW COULD NOT RETRACT THE FLAPS AND MADE THE GAR WITH FULL FLAPS EXTENDED. IT WAS NOT A PROB ONCE THEY KNEW WHAT THEY HAD TO WORK WITH.
