Narrative:

All was well and we were estimating arrival approximately 20 mins early because of strong tail winds. The flight was perfectly routine and normal until the handoff to stl approach control. They told us to enter holding at atlis as published with 15 mi legs with at efc of XL51(?). Just prior to the efc, we were inbound to atlis in the holding pattern and got a clearance to proceed in on the atlis 5 arrival and to cross vogel at 10000'. I thought I could make the crossing altitude and acknowledged the clearance. I used spoilers and slats and realized I was not going to make the crossing altitude. So at approximately 7 mi outside vogel, I told my copilot to tell the controller that we couldn't make the crossing altitude and to ask for a 360 degree turn to lose altitude. The problem was that the controller was talking to another aircraft and we couldn't communication with him until 1 mi outside vogel. At that time, he said to go into a holding pattern at vogel (we were at 12500'). We entered holding while descending to 10000' and asked for an efc and to hold at 230 KTS. The controller refused the request to hold at 230 KTS. He said hold as published and gave us an efc. The controller did not say anything about a violation. I first learned of it at approximately XC45 (3/89) in the morning when my first officer called me and said that company had called him at home at dallas. Conclusion: I think the entire arwys system was abnormal due to the pilots safety program with regard to the air carrier a strike and this carried over to cause some conflict problems with the ATC system. Some controllers resented the pilots safety program and created a few problems for some flts and some pilots.

Title: ATC DID NOT COMPLY WITH REPORTER'S REQUEST AND REPORTER THINKS THIS IS SOME FORM OF HARASSMENT.

Narrative: ALL WAS WELL AND WE WERE ESTIMATING ARR APPROX 20 MINS EARLY BECAUSE OF STRONG TAIL WINDS. THE FLT WAS PERFECTLY ROUTINE AND NORMAL UNTIL THE HDOF TO STL APCH CTL. THEY TOLD US TO ENTER HOLDING AT ATLIS AS PUBLISHED WITH 15 MI LEGS WITH AT EFC OF XL51(?). JUST PRIOR TO THE EFC, WE WERE INBND TO ATLIS IN THE HOLDING PATTERN AND GOT A CLRNC TO PROCEED IN ON THE ATLIS 5 ARR AND TO CROSS VOGEL AT 10000'. I THOUGHT I COULD MAKE THE XING ALT AND ACKNOWLEDGED THE CLRNC. I USED SPOILERS AND SLATS AND REALIZED I WAS NOT GOING TO MAKE THE XING ALT. THE CTLR DID NOT SAY ANYTHING ABOUT A VIOLATION. I FIRST LEARNED OF IT AT APPROX XC45 (3/89) IN THE MORNING WHEN MY F/O CALLED ME AND SAID THAT COMPANY HAD CALLED HIM AT HOME AT DALLAS. CONCLUSION: I THINK THE ENTIRE ARWYS SYS WAS ABNORMAL DUE TO THE PLTS SAFETY PROGRAM WITH REGARD TO THE ACR A STRIKE AND THIS CARRIED OVER TO CAUSE SOME CONFLICT PROBS WITH THE ATC SYS. SOME CTLRS RESENTED THE PLTS SAFETY PROGRAM AND CREATED A FEW PROBS FOR SOME FLTS AND SOME PLTS.
