Narrative:

When flap lever was moved from 20 to 25 on ILS final; flap gauge needles split; then stopped. EICAS message 'te flap disagree.' went around. Ran checklist. Landed with flaps as set without incident. During event; attempted to phone patch with maintenance through dispatch. Unable to make contact. Fuel was an issue; so did not delay landing for further communication attempts. ATC handled situation very well.
