Narrative:

We were cleared 'into position and hold runway 12.' while waiting in position we noticed a small aircraft X depart runway 7R. When this small aircraft X was over runway 12 (about 300' MSL) lgb tower cleared an small aircraft Y to takeoff. Before the small aircraft Y had crossed runway 12, lgb tower instructed him to start his right crosswind. Small aircraft Y was about 200' MSL. Lgb tower did not use the words, 'speed and altitude permitting.' the small aircraft Y did not acknowledge this instruction nor did he start the turn. Lgb tower repeated the instruction. The small aircraft Y again did not acknowledge but started a slight right turn, just enough to put him in extended conflict with the extended centerline of runway 12. Lgb tower cleared us to takeoff at this point. We declined. Lgb tower again (angrily) cleared us for takeoff. We again declined, explaining that we would wait for the small aircraft Y to clear. Lgb tower instructed the small aircraft Y to turn further right (which the small aircraft Y did) and told us the small aircraft Y would be out of our way by the time we got there. By now the small aircraft Y was crossing the runway 12 extended center line (at a more acute angle) so we took off.

Title: ACR-LTT REFUSES TKOF CLRNC DUE PERCEIVED TRAFFIC CONFLICT WITH SMA IN ATA AT LGB.

Narrative: WE WERE CLRED 'INTO POS AND HOLD RWY 12.' WHILE WAITING IN POS WE NOTICED A SMA X DEPART RWY 7R. WHEN THIS SMA X WAS OVER RWY 12 (ABOUT 300' MSL) LGB TWR CLRED AN SMA Y TO TKOF. BEFORE THE SMA Y HAD CROSSED RWY 12, LGB TWR INSTRUCTED HIM TO START HIS RIGHT XWIND. SMA Y WAS ABOUT 200' MSL. LGB TWR DID NOT USE THE WORDS, 'SPD AND ALT PERMITTING.' THE SMA Y DID NOT ACKNOWLEDGE THIS INSTRUCTION NOR DID HE START THE TURN. LGB TWR REPEATED THE INSTRUCTION. THE SMA Y AGAIN DID NOT ACKNOWLEDGE BUT STARTED A SLIGHT RIGHT TURN, JUST ENOUGH TO PUT HIM IN EXTENDED CONFLICT WITH THE EXTENDED CENTERLINE OF RWY 12. LGB TWR CLRED US TO TKOF AT THIS POINT. WE DECLINED. LGB TWR AGAIN (ANGRILY) CLRED US FOR TKOF. WE AGAIN DECLINED, EXPLAINING THAT WE WOULD WAIT FOR THE SMA Y TO CLR. LGB TWR INSTRUCTED THE SMA Y TO TURN FURTHER RIGHT (WHICH THE SMA Y DID) AND TOLD US THE SMA Y WOULD BE OUT OF OUR WAY BY THE TIME WE GOT THERE. BY NOW THE SMA Y WAS XING THE RWY 12 EXTENDED CENTER LINE (AT A MORE ACUTE ANGLE) SO WE TOOK OFF.
