Narrative:
On takeoff roll the right engine would not maintain 1.59 EPR. The right engine rolled back 2 times after attaining 1.59 EPR. We where at 60 KTS and I (pilot not flying) called out 'right engine is not making takeoff EPR.' when the takeoff was discontinued: the thrust levers where at over a two knob split. Both engines started under 400C and looked to be strong; until takeoff power was set and the right did not make power.
