Narrative:

We were on a heading of 130 degrees and cleared for an ILS 16 circle to land 34 at bellingham international airport, washington vancouver approach reported traffic 12 O'clock, no altitude. (We were in the clouds). At this point autoplt captured localizer and shortly thereafter captured G/south. As we descended below the overcast the first officer shouted 'there he is.' I did not see the aircraft because it was hidden by the post between front and side window. When I saw the aircraft I disconnected the autoplt and pulled up to the right. The aircraft passed under us less than 500'. We regained our composure and landed at bellingham.

Narrative: WE WERE ON A HDG OF 130 DEGS AND CLRED FOR AN ILS 16 CIRCLE TO LAND 34 AT BELLINGHAM INTL ARPT, WASHINGTON VANCOUVER APCH RPTED TFC 12 O'CLOCK, NO ALT. (WE WERE IN THE CLOUDS). AT THIS POINT AUTOPLT CAPTURED LOC AND SHORTLY THEREAFTER CAPTURED G/S. AS WE DSNDED BELOW THE OVCST THE F/O SHOUTED 'THERE HE IS.' I DID NOT SEE THE ACFT BECAUSE IT WAS HIDDEN BY THE POST BETWEEN FRONT AND SIDE WINDOW. WHEN I SAW THE ACFT I DISCONNECTED THE AUTOPLT AND PULLED UP TO THE RIGHT. THE ACFT PASSED UNDER US LESS THAN 500'. WE REGAINED OUR COMPOSURE AND LANDED AT BELLINGHAM.
