Narrative:

We were on a practice instrument flight and requested VFR practice holding over mlb VOR. Patrick approach control told us to standby. We proceeded to mlb VOR to hold on the 180 degree radial (what patrick usually gives us). We were turning southbound and observed an small aircraft Y (white with orange trim) in our 10 O'clock position, also at 3000', closing towards us. We made evasive maneuvers to avoid collision. Closest aircraft came to us was approximately 20' directly above us. Soon after, patrick began giving us radar service. I was monitoring patrick's frequency. The small aircraft was in radar contact with patrick before the near midair and I did not hear patrick give them traffic advisories of us.

CLOSEST ACFT CAME TO US WAS APPROX 20' DIRECTLY ABOVE US. SOON AFTER, PATRICK BEGAN GIVING US RADAR SVC. I WAS MONITORING PATRICK'S FREQ. THE SMA WAS IN RADAR CONTACT WITH PATRICK BEFORE THE NEAR MIDAIR AND I DID NOT HEAR PATRICK GIVE THEM TFC ADVISORIES OF US.
