Narrative:

After receiving 2 holding delays, we were picked up and under radar vector by lga approach for a ILS DME runway 13 at lga. Our approach to the airport was from the south, with numerous other aircraft on frequency. As we approached overhead we were advised to get our plates out for an ILS runway 22 at lga. Within 2 mins after the advisory as to a runway change we were reassigned an approach to runway 31 localizer only at lga. During this time frame many pilots were asking for RVR readings for the rapidly changing runways. All reports received were RVR 6000+. We were now north of lga being vectored east and south to position us for the localizer runway 31. Returning the ILS for localizer runway 31 I found that I did not receive the proper identification. I advised approach at least 1, perhaps 2, aircraft preceding us received the same clearance for the intercept. The ILS was not shifted over from a runway 13 confign. The correct confign was then in place just as we intercepted the final. With all the chaos taking place I felt it best to continue the approach to a miss which I did. The WX for that approach localizer runway 31 to be legal for my aircraft was 1 3/4 mi visibility. At the missed approach point I advised approach that we were going around. Lga approach took us straight out runway heading 3000'. I advised them that this approach was ridiculous. We received a vector to an lga ILS runway 4. A normal approach and landing followed.

Title: ACR MLG CONTINUED IAP LOC APCH IN WX REPORTED BELOW ARPT WX MINIMUMS FOR LNDG. DURING RWY CHANGE ATC WAS SLOW CHANGING ILS CONFIGN TO RWY IN USE.

Narrative: AFTER RECEIVING 2 HOLDING DELAYS, WE WERE PICKED UP AND UNDER RADAR VECTOR BY LGA APCH FOR A ILS DME RWY 13 AT LGA. OUR APCH TO THE ARPT WAS FROM THE S, WITH NUMEROUS OTHER ACFT ON FREQ. AS WE APCHED OVERHEAD WE WERE ADVISED TO GET OUR PLATES OUT FOR AN ILS RWY 22 AT LGA. WITHIN 2 MINS AFTER THE ADVISORY AS TO A RWY CHANGE WE WERE REASSIGNED AN APCH TO RWY 31 LOC ONLY AT LGA. DURING THIS TIME FRAME MANY PLTS WERE ASKING FOR RVR READINGS FOR THE RAPIDLY CHANGING RWYS. ALL RPTS RECEIVED WERE RVR 6000+. WE WERE NOW N OF LGA BEING VECTORED E AND S TO POS US FOR THE LOC RWY 31. RETURNING THE ILS FOR LOC RWY 31 I FOUND THAT I DID NOT RECEIVE THE PROPER ID. I ADVISED APCH AT LEAST 1, PERHAPS 2, ACFT PRECEDING US RECEIVED THE SAME CLRNC FOR THE INTERCEPT. THE ILS WAS NOT SHIFTED OVER FROM A RWY 13 CONFIGN. THE CORRECT CONFIGN WAS THEN IN PLACE JUST AS WE INTERCEPTED THE FINAL. WITH ALL THE CHAOS TAKING PLACE I FELT IT BEST TO CONTINUE THE APCH TO A MISS WHICH I DID. THE WX FOR THAT APCH LOC RWY 31 TO BE LEGAL FOR MY ACFT WAS 1 3/4 MI VISIBILITY. AT THE MISSED APCH POINT I ADVISED APCH THAT WE WERE GOING AROUND. LGA APCH TOOK US STRAIGHT OUT RWY HDG 3000'. I ADVISED THEM THAT THIS APCH WAS RIDICULOUS. WE RECEIVED A VECTOR TO AN LGA ILS RWY 4. A NORMAL APCH AND LNDG FOLLOWED.
