Narrative:

We were given several ATC headings for spacing and sep for our descent into cle. ZID gave us a heading of 085 degrees to intercept V435, captain radios--djb 257. First officer's radios--rod 042, then handed us over to ZOB, who after about 5 mins asked what our heading was, then advised we were 10 mi north of course and gave us instructions just to proceed direct to djb VOR. We idented the navigation receivers again and found a strong identify signal. There were no flags to indicate any apparent problems. We used the navigation transfer switch so that I could use the #1 navigation system for the remainder of the flight, which progressed west/O further incident. Upon landing in cle maintenance grounded the aircraft due to lack of parts to fix the problem, which has been happening on a too regular basis with no apparent progress in solving the lack of parts. Callback conversation with reporter revealed the following: this air carrier is having quite a lot of equipment failures and problems with no spare parts available due to management policy of minimum maintenance and money for spares apparently caused by operating at a deficit. This was also a combined crew resulting from a merger and PF felt he was getting no back up from PNF or the deviation and problem would have been discovered. With no indication on failure or deviation on PF instruments, was no reason for him to suspect problem.

Title: ACR MLG TRACK DEVIATION.

Narrative: WE WERE GIVEN SEVERAL ATC HDGS FOR SPACING AND SEP FOR OUR DSCNT INTO CLE. ZID GAVE US A HDG OF 085 DEGS TO INTERCEPT V435, CAPT RADIOS--DJB 257. WE IDENTED THE NAV RECEIVERS AGAIN AND FOUND A STRONG IDENT SIGNAL. THERE WERE NO FLAGS TO INDICATE ANY APPARENT PROBS. WE USED THE NAV TRANSFER SWITCH SO THAT I COULD USE THE #1 NAV SYS FOR THE REMAINDER OF THE FLT, WHICH PROGRESSED W/O FURTHER INCIDENT. UPON LNDG IN CLE MAINT GNDED THE ACFT DUE TO LACK OF PARTS TO FIX THE PROB, WHICH HAS BEEN HAPPENING ON A TOO REGULAR BASIS WITH NO APPARENT PROGRESS IN SOLVING THE LACK OF PARTS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: THIS ACR IS HAVING QUITE A LOT OF EQUIP FAILURES AND PROBS WITH NO SPARE PARTS AVAILABLE DUE TO MGMNT POLICY OF MINIMUM MAINT AND MONEY FOR SPARES APPARENTLY CAUSED BY OPERATING AT A DEFICIT.
