Narrative:

Landed runway 16 eug, turned off active on taxiway that led across runway 21. I have landed eug over 1000 times in 10 yrs. I know I need clearance to cross runway 21. I'm on taxiway moving very slowly. I notice small aircraft Y holding in position on 21. I tell tower I'm clear active. I'm waiting for roger zzw, go to ground point 7. No answer. I hear, 'zw (squeak) 7 (squawk) ter 21.' I add power to cross 21 as the small aircraft Y is still holding on 21 and I read back 'zzw clear to cross 21, contact ground after crossing' to be sure I heard correctly. Tower supervisor calls and says, 'zww stop right now, hold short 21.' I apply brakes and slide tires about 8' and stop 2' past holding line. Small aircraft Y on 21 still holding. I was told to go to ground .7. I do and contact ground and report holding 21. The small aircraft Y takes off. I'm cleared across to parking and informed to talk to tower supervisor on phone waiting as I deplaned. I talked to the supervisor. I said I would not have crossed if small aircraft Y had been moving and I thought I was cleared to cross. He said I never was and he heard everything, and I said my radio may have malfunctioned. He said it was almost a violation and a disaster. I told him again if the small aircraft Y 1500' away on 21 had been moving I would not have crossed and would have radio checked. Later on ground frequency #2 radio didn't seem to work correctly on 121.7, vol screw loose. Contributing factors: early as independence FBO said he didn't hear me when I landed, ground check radios worked. Eug area--new tower controller--very busy--accent and hard to understand. Airplane eug similar numbers: ##zax. Communication problem. Also training controllers at eug and a lot of students eug. I'm not sure exactly what happened to cause this incident. I do know it has never happened before and I know it won't happen again because I will be sure I have positive full number clearance and readback and not move until I am sure I do have clearance, and I'll also be sure way is clear regardless of clearance. Helluva way to treat brand new tires.

TWR SUPVR CALLS AND SAYS, 'ZWW STOP RIGHT NOW, HOLD SHORT 21.' I APPLY BRAKES AND SLIDE TIRES ABOUT 8' AND STOP 2' PAST HOLDING LINE. SMA Y ON 21 STILL HOLDING. I WAS TOLD TO GO TO GND .7. I DO AND CONTACT GND AND RPT HOLDING 21. THE SMA Y TAKES OFF. I'M CLRED ACROSS TO PARKING AND INFORMED TO TALK TO TWR SUPVR ON PHONE WAITING AS I DEPLANED. I TALKED TO THE SUPVR. I SAID I WOULD NOT HAVE CROSSED IF SMA Y HAD BEEN MOVING AND I THOUGHT I WAS CLRED TO CROSS. HE SAID I NEVER WAS AND HE HEARD EVERYTHING, AND I SAID MY RADIO MAY HAVE MALFUNCTIONED. EUG AREA--NEW TWR CTLR--VERY BUSY--ACCENT AND HARD TO UNDERSTAND. AIRPLANE EUG SIMILAR NUMBERS: ##ZAX. COM PROB. ALSO TRNING CTLRS AT EUG AND A LOT OF STUDENTS EUG. I'M NOT SURE EXACTLY WHAT HAPPENED TO CAUSE THIS INCIDENT. I DO KNOW IT HAS NEVER HAPPENED BEFORE AND I KNOW IT WON'T HAPPEN AGAIN BECAUSE I WILL BE SURE I HAVE POSITIVE FULL NUMBER CLRNC AND READBACK AND NOT MOVE UNTIL I AM SURE I DO HAVE CLRNC, AND I'LL ALSO BE SURE WAY IS CLR REGARDLESS OF CLRNC. HELLUVA WAY TO TREAT BRAND NEW TIRES.
