Narrative:

This is the fourth time in six weeks (an unacceptably high rate) that I have found speed tape covering a bad belly fastener on an airbus [320]. Someone in maintenance found a bad fastener; could not fix it for some reason; and then did not document. More disturbingly; in three of the four cases the fastener could not have been deferred per the amm [aircraft maintenance manual]. The fasteners were at the corner or [adjacent to the] corner position of large belly panels.
