Narrative:

At 13.9 DME east of lns I reported to lns tower and requested straight in runway 26. I was told to proceed and report 3 mi final. I was asked to report position and altitude later and reported 2100' MSL and 5.1 DME. I was told I was #2 to follow an aircraft on final for runway 26. At 3.1 DME I reported 3 mi final for runway 26. I had the aircraft in sight with no spacing problem. About this time lns tower told an small aircraft he was to follow me and described my location. The small aircraft reported he did not have me in sight. At about 1-1 1/2 mi from the end of the runway the tower cleared me to land. At the same time, my left rear seat passenger told me the small aircraft was at my 8 O'clock position and at the same altitude and overtaking me. I immediately told lns tower I had an small aircraft off my left wing and prepared to break off my approach to the right. Lns tower told the small aircraft to make a right 360 degree turn. I looked over to my left to see the small aircraft start a right turn and climb. I maintained my heading and pushed the control wheel sharply forward to descend. The small aircraft passed above and slightly to the rear of my aircraft. I do not believe the other pilot ever saw my aircraft. At the time my passenger saw him, I would have been below and to the right of his nose. I believe the small aircraft pilot should not have continued his approach to within 1-1 1/2 mi of the runway west/O having the traffic he was to follow in sight and west/O questioning the tower about his traffic. The tower should not have given the small aircraft a right 360 degree turn toward me. The small aircraft should have been told to make a left turn away from me.

Title: PLT TOOK EVASIVE ACTION TO AVOID ACFT THAT WAS OVERTAKING HIM ON SHORT FINAL. NMAC.

ABOUT THIS TIME LNS TWR TOLD AN SMA HE WAS TO FOLLOW ME AND DESCRIBED MY LOCATION. THE SMA RPTED HE DID NOT HAVE ME IN SIGHT. AT ABOUT 1-1 1/2 MI FROM THE END OF THE RWY THE TWR CLRED ME TO LAND. AT THE SAME TIME, MY LEFT REAR SEAT PAX TOLD ME THE SMA WAS AT MY 8 O'CLOCK POS AND AT THE SAME ALT AND OVERTAKING ME. I IMMEDIATELY TOLD LNS TWR I HAD AN SMA OFF MY LEFT WING AND PREPARED TO BREAK OFF MY APCH TO THE RIGHT. LNS TWR TOLD THE SMA TO MAKE A RIGHT 360 DEG TURN. I LOOKED OVER TO MY LEFT TO SEE THE SMA START A RIGHT TURN AND CLB. I MAINTAINED MY HDG AND PUSHED THE CTL WHEEL SHARPLY FORWARD TO DSND. THE SMA PASSED ABOVE AND SLIGHTLY TO THE REAR OF MY ACFT. I DO NOT BELIEVE THE OTHER PLT EVER SAW MY ACFT. AT THE TIME MY PAX SAW HIM, I WOULD HAVE BEEN BELOW AND TO THE RIGHT OF HIS NOSE. I BELIEVE THE SMA PLT SHOULD NOT HAVE CONTINUED HIS APCH TO WITHIN 1-1 1/2 MI OF THE RWY W/O HAVING THE TFC HE WAS TO FOLLOW IN SIGHT AND W/O QUESTIONING THE TWR ABOUT HIS TFC. THE TWR SHOULD NOT HAVE GIVEN THE SMA A RIGHT 360 DEG TURN TOWARD ME. THE SMA SHOULD HAVE BEEN TOLD TO MAKE A LEFT TURN AWAY FROM ME.
