Narrative:

I was handed over from ZTL to atl approach who changed my heading and altitude, and also informed me that I would be landing on runway 20R at pdk. I repeated this information and also informed the controller that I had already received the ATIS information. After being vectored to the vicinity of the airport and when I had the airport in sight, I was turned over to the tower for landing instructions. I was told that I was third to land and I acknowledged this with 'third to land on runway 20R.' I then informed the tower that I was on base for 20R. The tower told me that she had me in sight and that the plane preceding me was 'over the numbers' and that I was cleared to land. When I was approximately 1/4 mi from the end of the runway I saw a plane sitting on the end of the runway apparently in a hold. I announced this over the radio, got no answer, and since I was already committed to land I continued and landed long. On my rollout the tower questioned me as to what I had said. I repeated the fact that there had been an airplane on the end of the runway. At that point the tower informed me that I was cleared to land on 20L, rather than 20R, and then instructed me to contact ground when clear of the runway. I telephoned the tower after landing and informed them of the above events. They claimed that I had received instruction to land on 20L, but never once had they contacted me when I repeated landing instruction by announcing 20R. This event is currently being investigated by the FAA and would probably not have come to light had I not called the tower on the telephone. Callback conversation with reporter revealed the following: reporter has not heard about any further action by FAA, but says that they have listened to tapes and stick to their story that aircraft X was assigned runway 20L for landing. Reporter reiterates that ARTCC advised landing 20R and the he told tower several times that he was on approach for 20R. Approach control had cleared him for visibility approach. Counseled reporter about landing over top of other aircraft and he realizes that he made a mistake in that regard.

Title: SMA MADE LNDG OVER TOP OF ANOTHER ACFT WHICH WAS IN TKOF POSITION. PLT AND ATC DISAGREE ON LNDG RWY ASSIGNMENT.

Narrative: I WAS HANDED OVER FROM ZTL TO ATL APCH WHO CHANGED MY HDG AND ALT, AND ALSO INFORMED ME THAT I WOULD BE LNDG ON RWY 20R AT PDK. I REPEATED THIS INFO AND ALSO INFORMED THE CTLR THAT I HAD ALREADY RECEIVED THE ATIS INFO. AFTER BEING VECTORED TO THE VICINITY OF THE ARPT AND WHEN I HAD THE ARPT IN SIGHT, I WAS TURNED OVER TO THE TWR FOR LNDG INSTRUCTIONS. I WAS TOLD THAT I WAS THIRD TO LAND AND I ACKNOWLEDGED THIS WITH 'THIRD TO LAND ON RWY 20R.' I THEN INFORMED THE TWR THAT I WAS ON BASE FOR 20R. THE TWR TOLD ME THAT SHE HAD ME IN SIGHT AND THAT THE PLANE PRECEDING ME WAS 'OVER THE NUMBERS' AND THAT I WAS CLRED TO LAND. WHEN I WAS APPROX 1/4 MI FROM THE END OF THE RWY I SAW A PLANE SITTING ON THE END OF THE RWY APPARENTLY IN A HOLD. I ANNOUNCED THIS OVER THE RADIO, GOT NO ANSWER, AND SINCE I WAS ALREADY COMMITTED TO LAND I CONTINUED AND LANDED LONG. ON MY ROLLOUT THE TWR QUESTIONED ME AS TO WHAT I HAD SAID. AT THAT POINT THE TWR INFORMED ME THAT I WAS CLRED TO LAND ON 20L, RATHER THAN 20R, AND THEN INSTRUCTED ME TO CONTACT GND WHEN CLR OF THE RWY. I TELEPHONED THE TWR AFTER LNDG AND INFORMED THEM OF THE ABOVE EVENTS. THEY CLAIMED THAT I HAD RECEIVED INSTRUCTION TO LAND ON 20L, BUT NEVER ONCE HAD THEY CONTACTED ME WHEN I REPEATED LNDG INSTRUCTION BY ANNOUNCING 20R. THIS EVENT IS CURRENTLY BEING INVESTIGATED BY THE FAA AND WOULD PROBABLY NOT HAVE COME TO LIGHT HAD I NOT CALLED THE TWR ON THE TELEPHONE. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: RPTR HAS NOT HEARD ABOUT ANY FURTHER ACTION BY FAA, BUT SAYS THAT THEY HAVE LISTENED TO TAPES AND STICK TO THEIR STORY THAT ACFT X WAS ASSIGNED RWY 20L FOR LNDG. RPTR REITERATES THAT ARTCC ADVISED LNDG 20R AND THE HE TOLD TWR SEVERAL TIMES THAT HE WAS ON APCH FOR 20R. APCH CTL HAD CLRED HIM FOR VIS APCH. COUNSELED RPTR ABOUT LNDG OVER TOP OF OTHER ACFT AND HE REALIZES THAT HE MADE A MISTAKE IN THAT REGARD.
