Narrative:

An light transport was enroute to acy via ptw, msf, dqo, acy at 11000'. The light transport was being handed off to ZDC and was flashing at sector 18. I was giving training at the time and my trnee was involved with several other aircraft approximately 22-25 mi southwest of mxe VORTAC. Our attention was focused there and when we realized light transport had passed mxe and still had not been accepted by ZDC, we started calling ZDC on the handoff line. After 2 calls and no response we had to turn light transport because he had entered ZDC's airspace and I noticed another aircraft at 11000' northeast bound in vicinity of the light transport. When I noticed that ZDC was taking no evasive action with their aircraft, I climbed light transport to 12000' due to fear of a midair collision. Light transport proceeded wbound back into ZNY airspace and then cancelled IFR and went VFR to acy. Several factors contributed to this incident. 1) trnee was involved vectoring aircraft which we were busy watching. 2) ZDC's failure to accept handoff. 3) ZDC's failure to answer handoff lines. 4) ZDC's failure to turn the other aircraft at 11000'. I believe the incident occurred because ZDC always takes late handoffs and almost never answers the handoff lines. If we (ZNY) operated the way we should, we would be spinning airplanes all day for ZDC. We have come to expect that type of operation. ZDC should be made to operate on a scale that enables them to see handoffs sooner, and for god's sake and the flying public's sake, someone should make them answer lines before someone gets killed.

Title: CTLR PERMITTED IFR ACFT TO PENETRATE ADJACENT FAC AIRSPACE WITHOUT COMPLETING PROPER HANDOFF. ACFT CONFLICTED WITH IFR TRAFFIC. OPERATIONAL ERROR.

Narrative: AN LTT WAS ENROUTE TO ACY VIA PTW, MSF, DQO, ACY AT 11000'. THE LTT WAS BEING HANDED OFF TO ZDC AND WAS FLASHING AT SECTOR 18. I WAS GIVING TRNING AT THE TIME AND MY TRNEE WAS INVOLVED WITH SEVERAL OTHER ACFT APPROX 22-25 MI SW OF MXE VORTAC. OUR ATTN WAS FOCUSED THERE AND WHEN WE REALIZED LTT HAD PASSED MXE AND STILL HAD NOT BEEN ACCEPTED BY ZDC, WE STARTED CALLING ZDC ON THE HDOF LINE. AFTER 2 CALLS AND NO RESPONSE WE HAD TO TURN LTT BECAUSE HE HAD ENTERED ZDC'S AIRSPACE AND I NOTICED ANOTHER ACFT AT 11000' NE BOUND IN VICINITY OF THE LTT. WHEN I NOTICED THAT ZDC WAS TAKING NO EVASIVE ACTION WITH THEIR ACFT, I CLBED LTT TO 12000' DUE TO FEAR OF A MIDAIR COLLISION. I BELIEVE THE INCIDENT OCCURRED BECAUSE ZDC ALWAYS TAKES LATE HDOFS AND ALMOST NEVER ANSWERS THE HDOF LINES. IF WE (ZNY) OPERATED THE WAY WE SHOULD, WE WOULD BE SPINNING AIRPLANES ALL DAY FOR ZDC. WE HAVE COME TO EXPECT THAT TYPE OF OPERATION. ZDC SHOULD BE MADE TO OPERATE ON A SCALE THAT ENABLES THEM TO SEE HDOFS SOONER, AND FOR GOD'S SAKE AND THE FLYING PUBLIC'S SAKE, SOMEONE SHOULD MAKE THEM ANSWER LINES BEFORE SOMEONE GETS KILLED.
