Narrative:

Flying into ord airspace from rfd. Talking to approach. Received instructions to turn to 090 degree, descend to 3000 or 4000 (?) and switch to 134.1. Copilot and I both couldn't remember if it was 3 or 4000' so on switch to 134.1 we restated 'leaving 5000' for 3000''. Upon arrival at 3000' controller asked our altitude. We said 3000'. He said we were cleared to 4000'. We stated that we read back 3000'. We agreed we must have both screwed up. No traffic conflict noted.
