Narrative:

After takeoff from runway 27R at atl we were changed to departure control (125.0) and told by departure control to climb and maintain 14,000' (normally it is 10,000'). We read back 14,000'. While passing through 11,300' the controller asked us to say altitude. When I replied 11,300 he said that he had only cleared us to 10,000'. I advised him to play the tape. Although he had said 14,000' he apparently had written 10,000' on his strip. This controller sounded and acted like a developmental because very shortly thereafter, another voice came on the frequency.

Title: LTT CLEARED TO 14000' IN ERROR. CTLR MEANT TO CLEAR HIM TO 10000'.

Narrative: AFTER TKOF FROM RWY 27R AT ATL WE WERE CHANGED TO DEP CTL (125.0) AND TOLD BY DEP CTL TO CLIMB AND MAINTAIN 14,000' (NORMALLY IT IS 10,000'). WE READ BACK 14,000'. WHILE PASSING THROUGH 11,300' THE CTLR ASKED US TO SAY ALT. WHEN I REPLIED 11,300 HE SAID THAT HE HAD ONLY CLRED US TO 10,000'. I ADVISED HIM TO PLAY THE TAPE. ALTHOUGH HE HAD SAID 14,000' HE APPARENTLY HAD WRITTEN 10,000' ON HIS STRIP. THIS CTLR SOUNDED AND ACTED LIKE A DEVELOPMENTAL BECAUSE VERY SHORTLY THEREAFTER, ANOTHER VOICE CAME ON THE FREQ.
