Narrative:

I was radar controller. My airspace is up to FL240. I received a handoff on fgt X from yum approach. The aircraft was level at FL230. Just as he passed blh, conflict alert showed commuter Y at FL230 at blh. It was impossible to see any separation by radar. The aircraft were opposite direction at FL230. Fgt X came on frequency 7 mi west of blh, and I climbed him to FL240. It appears yum approach made the error. It is being reviewed.

Title: LESS THAN STANDARD SEPARATION BETWEEN MIL FGT AND COMMUTER ACFT. OPERATIONAL ERROR.

Narrative: I WAS RADAR CTLR. MY AIRSPACE IS UP TO FL240. I RECEIVED A HANDOFF ON FGT X FROM YUM APCH. THE ACFT WAS LEVEL AT FL230. JUST AS HE PASSED BLH, CONFLICT ALERT SHOWED COMMUTER Y AT FL230 AT BLH. IT WAS IMPOSSIBLE TO SEE ANY SEPARATION BY RADAR. THE ACFT WERE OPPOSITE DIRECTION AT FL230. FGT X CAME ON FREQ 7 MI W OF BLH, AND I CLIMBED HIM TO FL240. IT APPEARS YUM APCH MADE THE ERROR. IT IS BEING REVIEWED.
