Narrative:

Circling to the east of the runway is not authorized. I was cleared for a VOR-a, circle to runway 19. When I briefed the approach, I missed the notation of the prohibition. During the circle, I went east of the runway. The MDA is 880'. There is a 1042' tower a few miles to the east-southeast. Contributing to the problem: I had dutied in the previous night at XA23. We had flown for 1.7 hours, then had seven hours landing to takeoff. During the time I secured the a/C, driven 20 minutes to the company supplied motel, 'rested', cleaned-up, ate, drove back to the airport to preflight and prepare for px boarding (for a XL00 takeoff). (Due to the short turn-time (seven hours), I did not duty-out. This keeps us legal in accordance with far 135 rest requirements.) when I briefed the approach, I missed the prohibition. I was tired. I had recently gone on a diet. AME said I needed to lose weight. I was more tired. The flight is blocked for 30 minutes total time. The first officer and I were rushed. I had expected a different approach (and had originally briefed it during the 'descent and approach checklist.' the brief for the new approach was cursory. There is a bluff parallel to and just west of the runway. It makes the runway impossible to see until on top of it. Staying west of the runway is difficult unless well planned for.

Narrative: CIRCLING TO THE E OF THE RWY IS NOT AUTHORIZED. I WAS CLRED FOR A VOR-A, CIRCLE TO RWY 19. WHEN I BRIEFED THE APCH, I MISSED THE NOTATION OF THE PROHIBITION. DURING THE CIRCLE, I WENT E OF THE RWY. THE MDA IS 880'. THERE IS A 1042' TWR A FEW MILES TO THE EAST-SE. CONTRIBUTING TO THE PROBLEM: I HAD DUTIED IN THE PREVIOUS NIGHT AT XA23. WE HAD FLOWN FOR 1.7 HOURS, THEN HAD SEVEN HOURS LANDING TO TKOF. DURING THE TIME I SECURED THE A/C, DRIVEN 20 MINUTES TO THE COMPANY SUPPLIED MOTEL, 'RESTED', CLEANED-UP, ATE, DROVE BACK TO THE ARPT TO PREFLT AND PREPARE FOR PX BOARDING (FOR A XL00 TKOF). I HAD EXPECTED A DIFFERENT APCH (AND HAD ORIGINALLY BRIEFED IT DURING THE 'DSCNT AND APCH CHECKLIST.' THE BRIEF FOR THE NEW APCH WAS CURSORY. THERE IS A BLUFF PARALLEL TO AND JUST WEST OF THE RWY. IT MAKES THE RWY IMPOSSIBLE TO SEE UNTIL ON TOP OF IT. STAYING WEST OF THE RWY IS DIFFICULT UNLESS WELL PLANNED FOR.
