'Aileron lockout' EICAS illuminated through FL210. The entire crew worked the problem including dispatch and maintenance. A joint decision based on current information to return to the departure airport for an overweight landing was made. ATC declared an emergency. Due to the overweight condition; a flap 30 limit speed was exceeded momentarily by 10 KTS by flying pilots; a good reason [for us] to have dumped fuel in my opinion.
