Narrative:

At the gate in lax a company instrument pilot entered the cockpit informing a jump seat rider already on the jump seat that he had priority on the jump seat. I solved this problem by getting the fast jump seat rider a seat in the cabin and allowing the instrument pilot to situation on the jump seat. At approximately 1 hour, 10 mins en route my first officer was getting up to go to the back to the bathroom and while I was turning to a new heading (approximately 30 degrees course change) and while reaching for the O2 mask, the instrument pilot said, 'hey, I don't want to be an asshole, but you should have your oxygen mask on.' this was all said to me while the mask was in my hand. I turned to him and informed him not to interfere with my cockpit. When I attempted to discuss this matter with him at the gate in iah I was informed that because he was a check airman/management pilot I was being line checked and that he could write me up on several matters. This is very false due to the fact he is not qualified on the widebody transport and is not FAA certified to give me a line check. I was told 'not to worry because this matter is not going any further than this cockpit.' I took this as a threat. I filed a complete detailed letter with my chief pilot in ewr on all the above events. The reason I am filing a NASA report is that this instrument pilot since confronted with my letter has now threatened to go to the FAA. Also, I'm filing this because this person disrupted my crew and the safety of flight with his nonconstructive interference.

Title: COCKPIT CONFLICT BETWEEN PF AND INSTRUCTOR PLT ON JUMP SEAT.

Narrative: AT THE GATE IN LAX A COMPANY INSTR PLT ENTERED THE COCKPIT INFORMING A JUMP SEAT RIDER ALREADY ON THE JUMP SEAT THAT HE HAD PRIORITY ON THE JUMP SEAT. I SOLVED THIS PROB BY GETTING THE FAST JUMP SEAT RIDER A SEAT IN THE CABIN AND ALLOWING THE INSTR PLT TO SIT ON THE JUMP SEAT. AT APPROX 1 HR, 10 MINS ENRTE MY F/O WAS GETTING UP TO GO TO THE BACK TO THE BATHROOM AND WHILE I WAS TURNING TO A NEW HDG (APPROX 30 DEGS COURSE CHANGE) AND WHILE REACHING FOR THE O2 MASK, THE INSTR PLT SAID, 'HEY, I DON'T WANT TO BE AN ASSHOLE, BUT YOU SHOULD HAVE YOUR OXYGEN MASK ON.' THIS WAS ALL SAID TO ME WHILE THE MASK WAS IN MY HAND. I TURNED TO HIM AND INFORMED HIM NOT TO INTERFERE WITH MY COCKPIT. WHEN I ATTEMPTED TO DISCUSS THIS MATTER WITH HIM AT THE GATE IN IAH I WAS INFORMED THAT BECAUSE HE WAS A CHK AIRMAN/MGMNT PLT I WAS BEING LINE CHKED AND THAT HE COULD WRITE ME UP ON SEVERAL MATTERS. THIS IS VERY FALSE DUE TO THE FACT HE IS NOT QUALIFIED ON THE WDB AND IS NOT FAA CERTIFIED TO GIVE ME A LINE CHK. I WAS TOLD 'NOT TO WORRY BECAUSE THIS MATTER IS NOT GOING ANY FURTHER THAN THIS COCKPIT.' I TOOK THIS AS A THREAT. I FILED A COMPLETE DETAILED LETTER WITH MY CHIEF PLT IN EWR ON ALL THE ABOVE EVENTS. THE REASON I AM FILING A NASA RPT IS THAT THIS INSTR PLT SINCE CONFRONTED WITH MY LETTER HAS NOW THREATENED TO GO TO THE FAA. ALSO, I'M FILING THIS BECAUSE THIS PERSON DISRUPTED MY CREW AND THE SAFETY OF FLT WITH HIS NONCONSTRUCTIVE INTERFERENCE.
