Narrative:
Dca tower cleared light transport X to 'position and hold' on runway 18. We then heard an air carrier over radio, tower 'you better send someone around!' medium large transport Y was then heard and seen overflying us on a runway heading at low altitude. Both first officer and C/O confirm that we were cleared to position and hold. Tower advised our flight to clear runway. Flight returned to hold pad then resumed normal operations.

Narrative: DCA TWR CLRED LTT X TO 'POS AND HOLD' ON RWY 18. WE THEN HEARD AN ACR OVER RADIO, TWR 'YOU BETTER SEND SOMEONE AROUND!' MLG Y WAS THEN HEARD AND SEEN OVERFLYING US ON A RWY HDG AT LOW ALT. BOTH F/O AND C/O CONFIRM THAT WE WERE CLRED TO POS AND HOLD. TWR ADVISED OUR FLT TO CLR RWY. FLT RETURNED TO HOLD PAD THEN RESUMED NORMAL OPS.
