Narrative:

Assigned climb to 12;000 ft. [I was] passing 4;300 ft in a very light weight A300 climbing at over 6;000 FPM were told to level off at 5;000 ft. The first officer pushed over aggressively and pulled back power. The result was a pilot induced oscillation with maximum altitude reached of 5;400 ft and maximum speed of 285 KTS. The controller realized after proving the clearance that it would be almost impossible for us to comply and asked if we could make the 5;000 ft restriction to which I replied we were trying. He said make what we could. Part of the problem was the controller was not used to seeing an empty wide body climb at 6;000 FPM and the speed with which we achieved 5;000 ft was causing a traffic concern.

Title: Air Carrier departure from TPA climbing at 6;000 FT FPM and leaving 4;300 FT was assigned 5;000 FT; but leveled at 5;400 FT before descending. The reporter suspected ATC unfamiliarity with the aircraft climb rate.
