Narrative:

I was attempting to park at [the] gate in clt and as I was making the final turn to align with the taxi line to park; a tug cut right in front of the aircraft from right to left. I slammed on the brakes and called the flight attendant to make sure nobody was injured. Then I advised ramp control of the event. And as usual they said that the 'proper' people would be informed. But I have been hearing this response every single time I get cut off on the ramp. Either the 'proper' people aren't being advised; or the 'proper' people aren't doing anything to correct the situation. Either way the safety (or complete lack thereof) on the clt ramp is getting out of hand. We had a wing walker and a marshaller directing us into the spot when this event occurred; and they did not seem to notice or care about the tug. The people driving on the clt ramp have absolutely no regard for the safety of the aircraft. They continue to drive dangerously fast and close to aircraft because they know that nothing will ever be done to them as far as discipline.

Title: A CRJ-200 Captain reported he had to brake aggressively to avoid a collision with a tug on the ramp at CLT; adding this is a frequent problem.
